Long story short I had 4 cats 13 yr boy, 12 yr boy, 13 yr girl and her daughter 12 yr

Sadly I have lost my two boys in last couple of months through suspected cat COVID.
The youngest girl has never been nice to her mum , but now the boys have both gone she is bullying her over feeding times, even will not let her pass in a restricted area like the stairs

What can I do to make it easier or why is she being like this

My experience is the balance within cats in a household changes when you lose one. It can change for the better, or, unfortunately, for the worse. I would start by separating them completely, then try a very gradual reintroduction. However my experience of cats being bullys is that I've never managed to resolve it. Mine were a lot younger and were registered pedigrees, I was able to rehome but that's probably not possible with 13 & 12 yo cats. When I did rehome a bully we were all - me and the cats - so relieved though it was a very hard thing to do.
