Open his mouth (not easy) and check for a clef palate, you will see a visible hole in the roof of his mouth. If he is OK, make sure he is warm enough, put a covered hot water bottle near to him if you think he is too cold, they go sluggish when they are too cold. Then I would try and get some feed into him. You will need kitten replacement milk - Cimicat, Lactol Gold Kitten and some small 1ml syringes. If he is a bit weak he probably won't suck from a bottle. As he is a bit weak, when you feed him make sure you do very small drips at a time and make sure he swallows them each time. Its very easy for small weak kittens to aspirate milk so you need to be very careful.

Have they only just been born, some are more over awed by the birth process and need a little time to recover more.

Do make sure he doesn't get cold - have you a heat pad?

It gives you directions on the milk, but I think its 2 mls every 2 hrs. Initially though to get him going you may find you have to do very little and often. Have you seen him sucking at all ? After 18hrs he is probably quite dehydrated. Whilst you are waiting for the milk, I would try him with a little boiled water that has been cooled to blood heat, with a bit of honey or glucose in it, via a syringe. That will help a bit. But as Chinablue said make sure he is warm they can not maintain they body temp as tinies, and if he hasn't eaten then he will have no energy and may stop him metabolising whatever you can get into him.

Has he taken any milk ? If he has a clef it will come down his nose, he really needs to see a vet.
