I have to take my 11 week old rat to the vet tomorrow, I don't have a car so it'll be a half hour walk in the cold. Would keeping him under my coat in a tiny cotton rucksack full of cloth be ok? I'm guessing it's better than a travel case?

I would put him in a travel cage, line with fleece and paper bedding (if you use paper bedding for rats?) make it nice and deep so he can be well covered and cover the cage with something to keep the cold air out.
