She is probably teething, im not expert but my pup is always chewing on rocks and stones, not sure why you think its dangerous (im sure im gonna find out soon haha) but we tried everything in the end we just gave up, no harm done as yet!

It is dangerous ,pebbles and stones can lodge in the digestive system and cause obstruction. It's definitely behaviour to be discouraged .
Theresa, have you tried giving her treats while she's outside ? Is there anywahere you can take her where there is grass ? Could you lay a patch of artificial grass and carry her or take her there on lead for toileting purposes ? I suggest you keep her on lead outside and supervise her closely.

See I knew I would find out soon enough, thanks for the info. I spose the difference is wether the dogs chews or swallows the stones. Mine just chews them.

And if yours chews them then she is at risk of breaking/ chipping her teeth... so should still be discouraged
