Looks pretty shih tzu-ish to me, but most 4 week old puppies are pretty nondescript.
If you are doubting the breeder enough to be posting for opinions here, walk away.

He does look like a Shi Tzu at this point but really, it's impossible to be sure.

Have you seen him with his Mum and is she a Shi Tzu?

I assume he isn't Kennel Club Registered?

If you don't trust the breeder to sell you what they're claiming to sell you, why are you even going with this breeder?

I don't know a lot about dogs it's my first dog I did trust her until someone messaged me saying I should be careful of her as she's constantly breeding and apparently that's not allowed but I don't know. Thanks

    Walk away.
Ask for your deposit back, and don't get a puppy from this breeder.

If you're new to dogs, a good place to start might be a good, responsible rescue organization. You can start by volunteering, get to know what owning a dog entails, and then go through the rescue for your dog.

I'm afraid Mum does not look full Shi Tzu to me and I'm feeling she's a cross.

If you've been warned off this Breeder and in view of the fact that you clearly have your doubts, I would walk away.

If you want to be sure you're buying a purebred, which is reasonable, I would buy a K. C. Registered pup.

Have a look at the Champdogs website.

The dam isn't purebred by the look of that picture.

Also £400 is way too cheap for a decently bred dog, think double that.

    Walk away.

I agree. Considering how popular Shih Tzus are, £400 sounds cheap. I would walk away. She sounds like a backyard breeder and STs have known medical issues.

I have 3 shih tzus. My KC registered eldest, Pixie, was £650 7 years ago. My 6 month old was £450 but was reduced as he had a large hernia. My Dot was only £300 but is troubled (think she was a puppy farm dog). The mum, above, looks like a cross as nose just a bit too long. I think my Dot is a cross for same reason. Picture of Pixie and Dot for reference
