Neighbour’s cat behaviour - help please!!

    Our neighbours cat (neutered male) has always been very timid and shy, we recently got a cat (neutered female) who is very defensive and hisses/growls at other cats, but this cat is all of a sudden very friendly with us, rubbing against our legs and jumping up, and is always coming right up to the house...is this cat trying to be friends with ours, or is it being territorial? Any advice or knowledge would be much appreciated!!
