My aunt is giving me a 2ft tank (2x1x1.5) I will be hooking up my external filter to it (thats good for a 3ft tank I used it in my 4ft).

My plan is to have one plec (probably bulldog or bn), a load of green plants (mixture of real and fake) a long air stone and tetras.

How many tetras could it comfortably have?

Obv I will only add them 3/4 at a time and should I add the plec before or after the tetras?

I still have all my water testing stuff too.

That will give you around 15 gallons so with the plec you should be ok for 10 - 12 tetras.
I would put the tetras in first in groups of 3 or 4 and leave the plec untill last.
I wouldn't bother with the air stone and pump with an external cannister running.
