I've been reading through the regulations and conditions for a licence for home dog boarding and day care away from home and it appears that an outside private area is a requirement for the home dog boarding licence but is not a requirement for the day care licence! Does anybody know the reasoning behind this? In inner London is a privilege to have an outside private area and something that one cannot give for granted. Plus parks are commonly just a short walk away. It seems a bit discriminatory that home dog boarders need this outside private area while day care businesses in commercial premises don't need it!
