Help please

    I have a border collie cross who is 10 /11 months old. He isn't nasty but is very nervous about meeting new people. If they dont touch him and ignore him he barks at them eventually settles down and after a while will let them stroke him. If they talk to him he keeps barking and if they go to stroke him he snaps at them. The vet suggest to me to get on his level and stroke him but this isn't working. Anyone else know what i can do to stop him snapping and help not be so nervous?
