If the staining is that bad, you might want to invest in a proper pet eye cleaning solution as tigermoon suggested (not human products). Apologies, I can't give you brand names as I don't have Persians myself, (but I have been taught how to clean carly87's Persians). Using a good cleaner IS a lot more effective than just warm water, so it will reduce the time spent cleaning.

For the creases by his nose, do you try and use the cotton pad to get into them? If so, can I suggest trying cotton buds instead? It's a lot easier to clean in the creases with a well soaked bud than trying to get a big wad of cotton wool in there We've found that the ones with have one pointy end and one flatter, rounded end are brilliant, as the rounded end is great at the initial clean, and the pointy end takes care of more stubborn spots:
