I always go with the weight, as not all dogs are typical of their breed size, there is quite a wide margin on the weights so always think of the ammount and type of excercise they are getting and adjust accordingly.

I start at the bottom of the feeding guidelines on the packet of food and adjust accordingly

Burns seem to calculate about 10gms per kilo body weight per day for full grown dogs

Most dog food has a recommended amount for a growing puppy based on there approximate expected full grown size.
Then once the pups are a year (depending on food and breed) change to recommended food for current weight.
I would check the instructions on the food, as different foods recommend different amounts.
