I have always been told that Dogs can not eat cat food.. But on a Facebook group that I am on I have been reading through a feed and to my surprise a bloke said he has been feeding his dogs cat dry food now for 15 years... He said his friend works in a factory that makes dog andcat kibble and ingredients etc etc are exactly the same. Is the right

No, its not right, speaking on commercial foods.
Dogs and cats are very different animals; they ideally need different levels of different things - vitamins, minerals, additives, ingredients etc - to thrive. Cats in particular need taurine in their diet, which most dog food would not adequately provide.
