    Hi and welcome :)

Okay, first thing, if he's too excited to recall away from another dog, then you need go get him and physically remove him. You're teaching him to ignore your recall cue for one.
Two, this is potentially really problematic behavior. Most dogs don't appreciate this kind of attention and it's very likely he's going to get flattened by a less tolerant dog sooner rather than later.

Honestly, if he were mine, he would be done 'socializing' with other dogs for a long while. You don't want your dog so magnetized to other dogs, it's so much easier on him (and you) to view other dogs in a more neutral way. I'd stop letting him interact with other dogs at all not only because he's become magnetized, but because of his behavior there is a very real possibility of him getting himself hurt by another dog.
Instead work on training and games with him, teach him his recall cues, leave it, and just fun games and interactions with you.

If he tried that with my girls he would get a nip on the nose ! My older one was outraged by such forwardness and would not tolerate it , the youger one is also intolerant but not to such a degree.
I agree, he shou;ld not be allowed to practise this behaviour . Is he castrated or do you have plans to get this done ?
