I've always used Java and plants alive. Never has any problems, good price and packed and delivered very well.
Another good site is Aqua essentials

    Hi,
I'm fairly new to this, but so far I have used The Green Machine's 'Exceptional Value Range' which I think is new (I think it is their own range) - the guys in TGM always give me amazing advice and the plants are great - it might be worth you checking them out. Plants - Exceptional Value | The Green Machine :)

The Green Machine truly are fantastic, I've never personally had any problems with snail-infestations, dying plants or with their high level of service.

I have had pretty good luck with eBay but other than that Dustin's planted tanks is where I like to go but don't know if he ships internationally.

I've had great luck with plants alive besides an Indian Water Lily that went mushy. That was no big deal, and really to be expected as its out of water. Their prices are great, too. :)
