Depends on the stocking level and filtration.
Not necessarily less maintenance - e.g. the weekly water change for my 135L tank would take longer than the one for my 70L tank if both were fully stocked - but easier to keep the parameters stable. An ammonia spike or pH swing can cause problems more easily in a tiny tank than in a big one.
Larger tanks are usually more stable and so easier in some ways, but not necessarily requiring less maintenance. My 500 litre needs more maintenance than my 125 litre because it is stocked with large, messy goldfish rather than a few small, tropical fish.
