Is there a score at which you can definitely say this dog has HD?

I think it would depend on the breed?

I suppose it depends on what you have to "work with" in the first place in the way of the particular breeds mean score was.
Clumber spaniels have a mean score of think 43 total both hips, so that being the average, I suppose you would be looking at preferably, as much below that as you could possibly get.
Sibes have around a total score of 7, so in a sibe a score of 43 would probably be considered really bad so you of course probably wouldnt use a sibe like that for breeding. Dont know for sure as I dont breed, but logically thinking I should imagine how its done.
