Whilst darkly pigmented skin is normal for some dogs, if it is a recent change then it can be a sign of trauma as damaged, irritated skin will turn a black colour - is that an area where he licks, chews/nibbles or scratches a lot?

If he is generally a very itchy dog it's worthwhile looking at possible triggers - fleas would be the first obvious one, then I'd very carefully look at diet - what do you feed him?
