Seconding that.
The best rat toys tend not to be ones marketed at rats at all! You can make a cargo net out of a washing line from poundland (I did this myself this evening and it's already a big hit!) Old t-shirts, pillowcases and those baby blankets in poundland work as hammocks. On a roll with poundland here- you get a pack of 6 cat balls- 4 of which are suitable for ratties. An old storage tub or cardboard box filled with scraps of paper is great for digging They seem to love toilet rolls too. Zipties are like 250 for a pound in Tesco and you can attach almost anything with them. It's kind of hit and miss with rats and wheels, so I wouldn't stress out too much about getting one- it might end up being a waste! And they can climb the cage itself for exercise anyhow. Thought of something else: again poundland-based! I bought those dog rope toys- you can either use them as they are-not with the rubber balls- or you can untangle the ones with the balls and replait them to make rope toys.
