i buy steralised wood shavings for my pets, its a little more expensive, but i use it lightly more for soaking urine. i then use shredded paper plus hay , straw , i dont get any problems with any of my animals.

Ive always used compact dust free shaving for my rabbits with no problems,they make the hutches smell nice and soak up wet really well!
