Urgent Quail Help!

Hey everybody! I'm new to this forum and i'm already feeling very welcomed!
But I need some help on quails?
Lucy (my chinese painted hen) and Jeffrey (my chinese painted cock). Lucy started laying eggs all in a clutch, then she started sitting on them, so naturally, I was pretty excitedd! But then she didn't seem to bother with them and came off them So the next day, I went to go and take the old eggs away and I saw her sitting on her old eggs plus another one she'd just layed, so I left them, and she layed one everyday again whilst she was still sitting on the others and then she stopped, so now she's sitting on 13 eggs. Her male, Jeffrey, sometimes sits on the eggs with her, but its mostly Lucy. She's sat on her eggs for about 23 days non-stop. BUT Lucy or Jeffrey haven't been sitting on their eggs for 2 days now, me and mum decided we were going to remove them from her due to other advice given. Before we did, me and mum decided to crack one open before we got rid of them just incase they are fertile (and if we could do something if they were fertile). We cracked one open and it had a fully developed baby in it, we opened it, unfortunately broke the membrane though He started breathing loads and so we rushed him up to the brooder that we'd set up just incase and put him in there. He doesn't seem to breathe and then when we think he's gone to Quail heaven, he takes a few more breaths and then stops again. I'm not expecting him to live but any suggestions on what we should do with him to ensure he has a tiny chance would help so much! And also what should I do with the other eggs as I don't have an incubator!? I feel so bad now Its the first time in 2 years that i've ever had a hen sit on her eggs so I haven't had any experience.
Any suggestions and advice would be appreciated!

If he's still alive I would try one of the poultry forums, it doesn't look as if you are going to get help in time here

Thanks Rona! I'll see if I can get any information in time for the eggs that are left So far we still have a few eggs left that haven't hatched yet, so fingers crossed
