It depends on why she doesnt want a dog, Is it because she doesnt want the mess and accidents that a pup makes, or because it has to be fed 3, if not times a day, Or the house training, the chewing some pups can do, plus the general training, and the pups zooming aound and the disruption. If it is all these things and the work associated with a pup. Then maybe an older one might be an idea, there is plenty in rescues and every breed has its own rescue too. An older dog would probably be happy to settle once it had a couple of walks, will probably already be house trained, maybe even had some general training and only needs to be fed a couple of times as day. So if its the amount of work plus the high activity a pup brings then that may be a possible solution. Dogs are still a ommitment whatever age of course, but an older dog can be a lot easier. If your at home then of course you could exercise, feed it and groom it to keep hair to a mimimum Im assuming. Or there are a few breeds that dont shed, if hairs the problem.

At the end of the day though if she really doesnt like dogs for whatever reason and is not going to enjoy having one, and really doesnt want one then getting one is just going to cause ructions.

Not sure what your health problems are, but if you are able and you really miss having a dog, why not volunteer, if you have a local dogs home, Might be worth contacting and see if they want any volunteers, that would be really worthwhile too, and something you would enjoy. Might not be as good as having a dog, but better then none at all.
