Can you get a good ( first time horse ) for a thousand pounds ( 2 thousand YTL ) ?

thats my budget my dad will let me spend

I was looking on a Turkish advert site today and there is a mare and her foal for about 700 pounds

but im not new but I have never had my OWN horse before so no way am I getting a foal ... but awww soo cute !!
