Is it not time that things were tightened up with regards the inexperienced and minors owning and being responsible for horses? It is, and always has been, too easy for anyone to buy a horse and whether intentionally or not, mis-use and/or neglect it. They are so cheap to buy and so expensive to keep properly, can be very dangerous in the wrong hands, to the handler and the general public. You would think in these days of litigation some sort of control should be in place.
