Some one tied a foal back of my house and he needs help

u know when some c....p happen , dose not happen one it comes one bad bit after one bad bit ... any way today I just had enough of it .

Yesterday morning took the dogs out , to find back of my house tied on the ground with some chain a Foal .
Nobody around , his water bucket was up side down etc . Eventually I found out the horse was tied since Wednesday 10 ish .
After couple hours and few phone calls around of Pony rescue , RSPCA and few more I found out that there nothing to be done as long as the horse is not injured .
2 hours later here comes one of the owners -second shock of the day? yes ....this 'human' whom I had an all mighty argument over the summer when he left his lurcher x whippet tided in the garden on a chain whining and barking mad .... got himself or in combination with his brother a HORSE . HE said is 7 months old , just been taken away from his mum about a month ago ,is a cross cob with trotter horse or something like that and he is looking to see if he can sort out a shelter and a field . In the mean time he left th horse back of my house where all the children from the school (high school) were tormenting him and throwing stones at him , left on his own device on bad wether and exposed to dogs and humans . Of course he would not move the horse in his garden , of course he will be fine and nobody can torment him the owner said . Why did they got him? well the mare was not good for anything as long as she had the colt with her . and they wanted to get the horse for the kids.... GOD HELP ME IF U THERE BUT .... one day one day this people would pay dearly for getting animals they can not understand , could not look after them and could not give them a good life ...

the short long story after a number of calls to RSPCA and couple Horse society places , they said is a common practice for people to let there horses in green areas ( FIRST IT IS NOT AN ENCLOSED AREA , SECOND HE IS NOT LOSE BUT IF IS ATTACKED HE CAN NOT PROTECT HIMSELF OR RUN , THIRD DOSE NOT HAVE SHELTER < FORTH THE WATER BUCKET WAS EMPTY AND I FILLED UP ) so basically , what I have been told ...AS LONG AS THE ANIMAL DOSE NOT HAVE ANY INJURY or his health deteriorates we can not do anything . RIGHT
I went back and saw him again . if touch his back he tens to jump up and dose not like to be touched (if u put your hand slowly from midd his back towards the end bit seems to be very jumpy ), I saw the right leg from time to time tends to keep it away from his body not to let to much weight on him and when that idiot had moved him from back of my house some teens saw them and told me he seems to have some stiffness on his back leg and walk but not to quick.

I over heard that guy talking with his relatives from my garden , well if it is we will move him here and there , so they did not found any place for him , went down the road to see the horse and I found he was put it in the middle of the field (out side is poring with rain ) and the water bucket and the food bucket he cant retch because his chain is to short I moved them .
Call again RSPCA and told them I think eh might not be to healthy with his back leg and they said thank u we made a note ....

I do not know what else to do . he is 7 months as I type he is still on field and looks like he will be a while , and tomorrow night is 5 of november ....we had a lot of fire works and I was down to see him and he started shaking badly ...

I had to keep[ tell him is all right because he was visible trembling , I know u can not see it from this video but he was keep letting his ears back to his head -this sign is stress of insecurity . AT that point the fire works just stop .

I been tempted to bring him in my garden but I can not with out been accused of theft ... I fell helpless ...

also I spoke with this national rescue horses center , from there main board I got loads of support and Teach me about what horses can eat and what can not ... they would put some of there representatives for this area to come out . They said it looks to be an emergency and it is a very young horse , at least they would send someone to look at him in this evening . right got a phone call from the woman who supposedly come and she said well if the horse is still there by sunday and represents a worry for me will se who they send . WTF .

What else I can do . The horse is still out there in this morning and tonight will be 5 th of november ... My husband and I we r thinking to spend the bonfire horse out with the horse if by the evening is still there .

oh dear poor littleguy. He looks in pretty good shape considering but it's not right. I too am worried about the firworks tonight. any news from the horse rescue?

NOTHING thats why I am going mad here .... I have to go out for 2 hours , dogs duty and will go to see the lad , when I am back will call back RSPCA and horse rescues see what on earth they can do ... one of the things they told me at one point from RSPCA was ...like this horse r at least 1000 horses in this country in the same situation ... yeah I understand , but I want to save this one .... very frustrating very frustrating

ahhh typical, absolutely no doubt they were pykies. In which case there isnt much you can do. Authorities wont deal with them, RSPCA is a complete joke. did you say you had rang the ILPH? i think there most likely to get something done, but again, its not been abandoned or anything so there is little they can do. I think your best chance is to inform the council and just make sure the poor lil guy has some water he can get to.
