Ebay/PayPal now put a hold on funds when selling certain items like electrical items for example. The hold on your money will be released if the buyer leaves you positive feedback or if there is no dispute, claim or chargeback made within 21 days.
But by the sounds of it, your buyer wasn't happy with their purchase. So that's why your money hasn't had it's "hold" released. Do you know if the buyer left you bad feedback? Did open up an item dispute? If they did, then the money you are waiting for wont be released to you until the problem between you and the buyer is resolved.
The person who bought your item sounds like a time waster/trouble maker to me. One minute they are saying they didn't receive the item, then they did but it doesn't work... then you email them and ask what the problem is and they say everything's fine. So if they have opened a dispute when there is now no problem they need to go into their PayPal account and close the dispute they opened.
Maybe email this person and explain that if there is no longer a problem with the item, could they close the dispute they opened and let PayPal/Ebay know the problem has been resolved... then you should then get access to your money.
I hope this has made sense and is of help to you.
