I agree, there can be some time waster buyers and sellers on there.
I have been on ebay nearly 3 years, I have sold 11 things in that time and not had a single problem (probably because I am a genuine seller). I make sure is absolutely everything is typed up in the auction text for no future problems, like how I accept payment to be made (usually by PayPal), when I want payment to be made (within 48 hours of auction ending), that I only post to the UK, if they have any questions they can ask etc that sort of thing. That way, I do find people pay up quickly and correctly if you state your rules in your auction.
I have also bought about at least 100 things on ebay too, and had 2 problems out of those 100+ things, so in my opinion Ebay isn't that bad... you just get the odd idiot on their ruining it for other people. 1 of the problems I had was, it took a while for me to receive my item, I had to chase the seller up for them to post it (long story). The 2nd problem was I got offered a 2nd chance offer and took it up, but there was a mistake at their end somehow so they refunded my money (all done within a week, so not too bad).
You really should be checking sellers feedback score, comments etc first before buying their stuff... that way you will have an idea of whether they are genuine or not!
As for the buyers winning something and not paying. How long since they won your sons item? If it's longer than you feel is correct then mark is as an unpaid item... then the person should respond. If they decide not to want the item anymore you should get your final value fee back. You will also be able to relist it and if it sells the next time you will get a refund on the listing fee
