When you are looking at a list of threads its right at the top of the list on the left hand side... sitting right above the top thread. Hope this helps if you haven't found it yourself already.

If you select the section that you want your thread on.
At the top of the section there is a blue box, much like the post reply box
but says New Thread
Click and you will be given a page to make your thread
