Why can I not post in dog chat classifieds?

I am not able to find any rules that explains why I am not allowed to (error message tells me I might not have the rights).

you have to make 25posts!

but remember you can only put dog related items up and not dogs them selves

You need a certain number of posts to stop scammers coming on and posting in it

No worries, I have no intentions whatsoever of selling my dog!

I do understand the intentions of such a rule, but I am not sure if I like it. I have been lurking around here for some time now, but I hate posting just for the case of it, when I don't have too much useful information.
