My dog left eye starts to be squinting and watering

My dog is 7 months old. Since her left eye is squinting and watering, then I took him to a vet and used anti bacterial drops, terramycin which didn’t make obvious effect.
There is no color discharge only constant watering and a red eye, sometimes when she's sleepy i can see a film, like the nicitating membrane very visibly.

I would go back to your vets and have them examine him again. It might be an eye ulcer. My dog had one and if caught early is treatable with drops. They usually put this orange stuff in their eye and turn out the lights and examine the eye to see whether it's an ulcer or not, did your vet do this?
