Tank mates

Hi,

I've got my 60ltr tank divided up into 2 section with the intent to keep a beta in each.. so id say each section is about 25ish ltrs after taking into consideration gravel and plants. Iv got dividers that allow water and heat flow so i have the one 60ltr internal pump servicing both sides.

Im wondering would i have any options to keep a small shoal of something in with each beta... or are there not too many options and am i best just keeping one beta in each section?

If possible I was going to be looking at 'black' and 'bright blue' fish, maybe neons or black phantoms..... but im really unsure its enough room for them, so wanted to get second opinions.
