Is she greedy or mean?

Right we have had Isis since june 13th so a little over a month now and we have a few problems with her but nothing major apart from this one huge problem
Shila has always been a pig she always wolfs down her food and anything else she can find, When we got Isis i fed them seperatly for a week then they started to pine for each other so i fed them 2gether BUT i have to surpervise as Shila will not bother with her own and just eat Isis's now i was told Isis was a dominant dog but she just lets Shila do this and doesn't care BUT she wont go eat Shila's!
When I supervise Isis happily finishes all hers then comes for a fuss, Shila is the opposite she sometimes flatly refuses to eat her own!
Anyway the big problem is both dogs get a stuffed kong when i go to the shops or if im on the pc just so they are not bored and Shila will partly finish her own then take Isis's off her finish hers then finish her original one BUT when Isis goes to take one off her Shila kicks off big time growling, snarling and today it ended up in a fight so I took the kongs off them.
Why is Shila doing this? and is there anything i can do to prevent this or atleast get Shila to chill out a bit?

there are a lot of theories why dogs do that...My opinion is its a dominance issue...the boss dog eats first! puppies like children always push boundaries, and that would explain why YOUR not sure who the boss is, rest assured, your dogs know where they stand with each other.
If there is no fighting amongst each other, let them be or do what I do make them share...toys anyway. Feed them separate, they really do prefer it.

we feed our two GSDS in the same room but not next to each other Jazz will not eat till Jet has finished but im always there between them to be on the safe side , also ours do the same with toys so i take them away , and they only get them when split up, other than that they are fine , but i know it can be a big problem.

i had a simalar prob wen i got my youngest ebt..all my dogs was given a hoof each...and wat ever hoof my otha ebt had my youngest wanted it...she left her own and went ova to my oldest ebt and took her hoof of her...my eldest just let her take it and happilly went ova to the hoof my youngest left to get her hoof...wiv that my youngest dropped the otha hoof and went back to get the origanal hoof that my eldest picked up...she did that about 10 times no lie...in the end my eldest beat her up lol...its neva taught her to this day and she still does it...i think it is a domanant thing meself...so wen they ave treats that last them ages i ave to part all off them of there would be fur flying all started by my youngest ebt the brat.

So what do u reckon is the best thing to do? just split them up when they have a kong or a bone?
