When Toffee is in the garden , and one of us is out there with him , he is fine when someone walks past ... he might jump up at the gate for a quick gander and hoping for a pat on the head (which he usually gets , we're a friendly bunch in this village

) but more often than not he just ignores whoever it is
But ... if he's out there on his own (he has access to the garden all day) he barks at anyone going past and runs up and down the hedge
I know he's just a pup and is hardly threatening , but im worried he could startle a small child on a bike or an OAP and cause an accident ... plus I cant stand it when I walk past a house and the dog goes mad on the other side of the hedge or fence , its unpleasant being startled like that
any ideas on how I could train him to be friendly to everyone , like he is when we're around , and less territorial when we arent
Keeping him indoors isnt an option , id rather train him to be less territorial than restrict his freedom
