Thumbs down clinginess, whining, dominant all in one!

I took joey on when he was 13.5 week old, he is now 11 months old. from the start he has been hard work. I also have a bitch (which is his half sister and 2 months older) It took about 5 months to get him into a night time routine but the rest of the training etc is still tricky.
My partner and I work but I make all provisions to ensure they are not left alone too long. longest is 7 hours. Neighbour lets them out in day and gives a chew. they get two long walks in the woods every day so they are exercised well (even for small lhasa apso's!).
problems are:-

Joey sits and stares at us and whines... attention seeking? dominant?
Wants to play ALL THE TIME, cannot settle
If gemma plays or gets attention from us, he grapples with her as he doesnt like it.
He whines and scratches at door when I walk out of a room, yet doesnt do this when I leave the house and put him to bed.
Barks at random people and dogs and snaps at bigger dogs and has started to ignore recall.
Jumps up and does a very strange stretching thing...??? - attention??
Has started jumping on top of us on teh coouch when this is a no go area.

What I have done so far.. ignore the stretching and jumping up, tell him ENOUGH and clap my hands and pin him and make him submit if he gets too boisterous with gemma, ignore the whining and scratching at the door and just act as if nothing has happened, either stare back at him or ignore him.

My patience is gettiing a little worn with all this, he doesnt respond well to certain commands like OFF or DOWN. and no matter how many times I recall he ignores me. Yet if I get him to stay or wait he is excellent.

His whining is something to be explored lol, its as if he has mental health issues!!!! if he comes a cross a dog that he likes which is very very rare he will do his whining and follow them (there are only 3 dogs he does this with) and he also does the same whining when playing in his bed and with his ball!

he is such a character sometimes it is funny but when he is on teh dark side its so frustrating and exhausting. I did consider rehoming him at one point but I thought my reasons were not good enough and decided to keep him, he settles down for a while then he kicks off again and Gemma is following suit with the jumping and ignoring.

any suggestions APART FROM PAYING A DOG SHRINK!

I think you need other lhasa owners, they do seem to be very odd little dogs with a character all of their own.
