Firstly, I don't think for one moment your dog is biting, she is playing, seeking attention, nothing more, you may have think you have sucessfully trained her not to do this - but pups like children forget. Think of a child seeing an icecream van and running across the road, they forget all you have told then when their minds are elsewhere, pups/young dogs do the same when they get excited, I do not see this as a major problem, just a habit that needs breaking as quickly as possible there is plenty written on the subject and many ways of discouraging it, i do not know what methods you have tried but a little reading should bring many solutions.
