Help with a run away jack russell bitch

Hello,

I have an 18 month old jack russell bitch.

Recently she keeps running away, firstly she went through the broken fence so i fixed it, but since then she has dug under the fence twice. Last night she went missing and the dog warden found her and I got fined, even though she was tagged and found only 100metres from my home.

I have now had to resort to tying her in the garden. She gets roughly two 30 mins walks a day and is not in season at the moment.

Any advice on what I can do because she is very unhappy about being tyed up?

Hi. I would neuter and increase the walks.

JRT are very high energy dogs so I'm not sure that this is enough. My guys get about an hour and a half a day and they are not as high energy.

Is it on or off lead exercise?
