Anxious Behaviour Problem

I have a three and a half year old GSD bitch fantastic dog good with peolpe and children and a good temperment. I have always owned working dogs and have no trouble training them, I know they are all different so I have approached them all differently, But this one I am having a problem with. She is quiet excitable in nature, walking her on a lead is not a pleasant experience, if she wanted she could pull me over and that is with a kind Halti on.
I usually walk her in the country side or the forests off her lead and she is mostly obedient unless she sees another dog, she does not run at it but she will not come back to me or even look at me she just lies down and fixates untill I walk to her and put her lead on. If we are walking with her lead on and she sees another dog in the distance she will pull me all the way to greet the other dog which she does with gusto, needless to say most other dogs do not like this approach and will usually tell her so, then there is a little rumpus never anything bad as I always have her on a lead. I can not read the symptoms of her behaviour so I can not rectify it.
I have tried everything I know about dogs walking to heal, I even make her sit untill the dog passes which she does but its as if she is dareing the other dog to make the first move. I know it is more anxious behaviour problem but i dont know how to handle it I must be doing something wrong. can any of you doggy experts people help me many thanks Christinex

if you could find a way to focus her energy into something more challenging, it could help you regain your control. though i've never tried it, i've been hearing a lot about rally obedience. this is taking basic obedience commands and stretching them through a course. its supposed to be a lot of fun for them and it encourages them to listen to you.
if you know how to train your dog obedience, i'm sure you could create your own course.
normally what i do for dogs that are anxious is try to find that one thing that is certain to steal their attention. for my two dogs now, those things are treats for the one and tennis balls for the other. dog etiquette is also a must, once she learns how to meet other dogs and can socialize w/them regularly, the novelty will wear off. i understand your dilemma w/her strength. there are harnesses designed to hinder their strength when they pull rather than intensify it.
