anyone have any idea why

when we take millie out for a walk and she meets up with other dogs, they do the usual dog butt smelling, then millie always ends up licking at the other dogs mouth, is this a submissive thing she is doing..

Yes it almost certainly is. How old is she? It is usually puppies or young dogs that do this when they are unsure.
I used to meet a very confident Dalmatian youngster then one day it was behaving like this, the owner told me that she had been attacked by another dog. Luckily she soon got her confidence back

Yes, it's a sign of submission and is a throwback to when they would lick the dam's (or other alpha's) mouth to get food.

Still quite young then
It's a good thing generally for a youngster to be like this, less likely to get into bother with other dogs
