Help needed with border collie pup

My 4 month old border collie pup when out a walk usually follows our older dog , obviously when lots of people are about i have to keep him on his lead as he bolted 2 weeks ago for no apparant reason
however i cannot understand as to why the past few days he walks really well on lead until certain point he lies down and nothing will make him move to a point of him choking himself and making himself sick ,he will only move once i take his lead off ,oviously this is dangerous as he keeps then running away and will not come back when called at this point he does not follow the older dog but have to add other days will not leave his side i have tried coaxing him with treats all to no avail

also when outside on grass last thing at night he will not answer recall even when shaking treats ,have tried keeping him on his lead but he refuses to poo when on lead

where i live we do not have puppy training classes any advice as to what i can do would be greatly appriciated

why not use a long line,
he can have a bit of freedom but when you think he has gone to far stand on the end and call him with treat or better with a dog, keep one toy that you only use when out and about, the toy must be a fav toy. and dont let him have any toys indoors so you only play with him when your out.

for the going toilet on the lead when he / she is off the lead when u see them go toilet use a commoand for exampel go toilet keep this up then when on lead try saying the command , this will take a long time collies are smart so you got that going for u , but remember collies remember mistakes in ure training aswell so keep consistant
