Bella won't eat if she's interupted..help!

Bella is a very sensitive Collie x Lab (amongst others I think!), any unusual noise she is off to find somewhere to hide!
I got Roxy (Lab mix) in July, she is now 9 months and a very confident dog, quite the opposite to Bella.
Here's the problem: At meal times I feed them in seperate rooms as Roxy will steal Bella's food - sometimes Bella will guard her food other times she will let Roxy have it.
If Bella is eating and she hears a noise coming from the room Roxy is in she will walk away from her food and not go back. I try everything to get her to eat as she is already a very slender dog and really can't afford to lose any weight, some days she has less than half the food she should have
I really don't know how to handle the situation and I have run out of ideas, has anyone experienced this or anyone got any suggestions???

Will Bella eat if left alone in the house while you take Roxy out for five minutes walk?

Half the portion of food so there is a greater chance of eating it before a noise occurs - then feed the second half a bit later.

Can you "occupy" Roxy with a nice raw bone while feeding Bella.
