I can sympathise with the OP. Terence is determined to meet everybody so pulling is an issue for us.
I started off on a collar, but he also made an awful choking noise so put him on a harness. He is now back on a collar, unless we have him on a longline when he goes back on the harness (obviously).
I have to be honest with you, if you don't address the actual issue, a harness won't stop the pulling, it will make it worse. The harness will allow your pup to lean into it and use his full body weight to pull, thus making the pulling far worse. I would recommend only using the harness to stop the choking noise (which is awful, I know

). Your best bet is probably a front-clip one.
Also, keep it up with the loose lead walking. Keep him on his toes by changing direction whenever he starts pulling and rewarding him when he is walking nicely. Whenever Terence wants to get to somewhere I walk the other way, when he walks nicely, I turn around again and walk towards the object of desire. If he pulls again, I turn around etc.
Takes ages, but does the trick
