What does this mean?

Every so often, our Terrier Lemmy, will get up on the sofa beside me, and put his paws on my chest so he looks me right in the eye, and gives me a very intense stare, occasionally he will also paw at my mouth while he does this. I know he is trying to tell me something, but I just can't figure out what he is trying to tell me. Its not that he's hungry, I always make sure he has got food in his bowl. I thought maybe he was trying to tell me he wanted outside, but sometimes he comes in from the back to do it, and won't go back outside again for a while.

All I know is, he is definitely trying to tell me something. I just can't figure out what. Any thoughts?

Actually it sounds rather like a doggie play invite, "come on I'd like to play". Perhaps better ideas will follow.
