I basically dont know the best way to go from here, do i allow him on lead to approach slowly and watch his reaction?
I can tell he is desperate to say hello and have a play with other dogs but i dont know if im being irrational and actually making him think there is a reason not to like other dogs or if im doing the best thing by not letting him to close
Sounds like you if you were able to afford it, you would be best to consult an experienced qualified trainer/behaviourist who has a dog socialisation service, and can assess the situation and advise you, face to face with steady dogs.

It sounds like you need a safe walking system to help avoid causing problems by "pulling" him away for the future, or risking injury or pulled over.

The Boxer teenager my guy played with, was in similar situation a handful, and the excitement, vigour & speed of the young dog scared most owners. With actually good reason, as a Boxer that's so excited is not going to recall from "playing" and the play partner risks being stressed. My guy played with an older boxer as a puppy, so he was eager and not intimidated, but as I said, it was a real work out for him, and BC's are exceptionally fast & agile dogs.

Encouraging good behaviours, whilst consistently avoiding practise of bad alternatives leads to extinction of the bad. So if dog sits 6/10 times it doesn't sit 4/10 times, encouraging with the right rewards (positively-reinforcing) enough for 9/10 times means it now fails to sit only 1/10 times, sit 10/10 means...

I do want to try out a socialisation service but my finances just wont allow it at this time (just moved house trying to decorate etc etc) but is definatley something i will probably look into in future if still had no joy alone.

My OH work mate has a fully grown rottie bitch and he is willing to meet up with the dogs and see how they go, so going to arrange a day and take it slowly see what happens. fingers crossed all goes well.

and yes his excitment does scare most owners which is why ive kept him at a distance. we came across a small staffy cross this morning and they got close enough to touch noses before Rocky got over excited the lady lives near me and has told me when she walks her girl and is willing to try again

and meanwhile i need to work onhis recall and keeping his attention on me, but ive tried treats and toys and he just ignores me. i have never done clicker training and if im honest dont really understand how it works so wouldnt know how to try that, is there any other techniques i can try to re-gain his attention?

Re: socialising

Go for clicker training. When taught properly, if the dog does something you like - you can just click it and the dog will know it's done something right and will come back to you for a treat...

Here is where I go training - they have an article on clicker training..it is very useful I think you will find - please read and then you can give it a go

CaDeLac - Clicker training article

Other techniques to get his attention - squeaky voices, toys and walking the other direction..

Have you watched the "Canine Currency" video in thread by CarolineH Using rewards in training.?

You can build "toy" motivation, make it exciting, practise at home and have yr dog have a good time with it. Then repeat in quiet spot in park, not too long, always keep him interested. End the session with something like a "That's enough!" just after you've removed toy, perhaps scattering a few liked training treats to sniff out and find. Get the nose working, and soon "That's enough!" will switch dog out of "toy play" mode.
