I can tell he is desperate to say hello and have a play with other dogs but i dont know if im being irrational and actually making him think there is a reason not to like other dogs or if im doing the best thing by not letting him to close

Sounds like you if you were able to afford it, you would be best to consult an experienced qualified trainer/behaviourist who has a dog socialisation service, and can assess the situation and advise you, face to face with steady dogs.
It sounds like you need a safe walking system to help avoid causing problems by "pulling" him away for the future, or risking injury or pulled over.
The Boxer teenager my guy played with, was in similar situation a handful, and the excitement, vigour & speed of the young dog scared most owners. With actually good reason, as a Boxer that's so excited is not going to recall from "playing" and the play partner risks being stressed. My guy played with an older boxer as a puppy, so he was eager and not intimidated, but as I said, it was a real work out for him, and BC's are exceptionally fast & agile dogs.
