Unhappy Feds answer Freedom-of-Info Act req re San-Fran tiger [3.5-years late]

this does not include many details, but confirms what was already known:
the men who were mauled on Xmas 2007 by a tiger at the SanFran zoo created their own crisis -
and IMO killed their friend, who tried to save them.
Years Later, Feds Release SF Tiger Attack Documents - News Story - KTVU San Francisco

this is the FOI response from the Feds -3.5-years after it was submitted.
THIS IS HOW WE DO ** NOT ** TREAT CAPTIVE ANIMALS.

i don;t know if U recall Tatiana, the tiger in the SanFran-Calif zoo who escaped her habitat,
killed one man & mauled 2 others; the survivors, 2 Moslem brothers WHO WERE DRUNK,
had stoned the cat from an area where ppl had killed the shrubs that were supposed to make
a visual-barrier. when the cat leaped out of the moat & attacked his [drunk, abusive] friends,
their buddy got in-between them & the cat and died in their steads.

meantime, the brothers talked in the ambulance about how they were going to play this -
not mention that they;d tormented the cat [shouting, waving, hitting her with stones,
branches & pine-cones]. there was nowhere she could hide from the abuse.

THE ZOO PAID THEM an out-of-court settlement. [i think they should have bought another tiger for the zoo,
AND PAID for their own medical-care, AND PAID for the ambulance, the cop-response, etc].

i think these men killed the cat AND their friend. they are a sad pair - Rest in peace, Tatiana.
Carlos Sousa, U were a better friend than Ur drunken buddies ever deserved; it;s a shame that U were a man
at 17-YO, and they were spoiled-rotten brats in their 20s.

kids [or adults] who harass & tease dogs in yards, in pens, or on chains are doing much the same thing -
setting the dog up to explode at some future date, probably at someone who is completely innocent.
