The best idea would probably be to look up what dogs homes both national and small rescues in the area local to your dad.

At least if he goes to a rescue, the dog will be veterinary checked, be vaccinated, flea and worm treated, spayed or neutered already esspecially as it sounds he wants a slightly older house trained or adult dog, most importantly the dog will also be temperament tested too, and tested with kids and other dogs. Much safer then just rehoming or buying one over the internet. Most dogs homes have websites not too with a selection of dogs they have available or some of the dogs anyway.

Other then this if he is looking at a specific breed dont forget too that all breeds have their own breed welfare and the rescue details are usually on the internet too.

Have you tried the Little Dog Rescue? Or Hope Rescue in Wales (they have fosterers all over the Country)
