Stop Dog Overbreeding Now

Background (Preamble):
Over the past few years i have rescued two pedigree dogs, both females. They had been overbred and went on to develop subsequent health problems.

I wish Kennel Clubs world wide would all join together and demand breeders only bred their dogs when:

1. They are of age. Not too young, not too old.

2. When they know their puppies will go to a loving and caring home.

3. Breed twice and no more. Then retire the dog and let her enjoy the rest of her life, intsead of trying to pass her on because she doesn't make any more money for the breeder.
Petition:

Pedigree dogs rarely make the headlines when it comes to animal rights. Yet females are often used and abused to produce puppies then dropped when they have a bad litter or take sick.

Overbreeding must stop now.

I have signed anti puppyfarm petitions before, this i find a little too vague really "not too old, not too young" - how old is TOO old or young? "find good homes" how is it proposed that this should be done... how is it to be regulated? Sadly it is not something that can be policed, and there is no suggestion of how these guidelines can be achieved.

Sorry to sound negative i just think it needs more detail and a suggested plan/policy for it to be a feasible petition. I dont really understand what the petition is trying to achieve... stop overbreeding, how?

Maybe if KC's come together to not demand as suggested, but only accredit members who breed in the appropriate manner (which needs to be more specific)?

Very plaudible but I still dont understand the term over breeding in that context neither why someone should have had 2 pups that were overbred and went on to have problems. It doesnt make any sense to me I am afraid.
