It could be ear wax in the canal, my lab has just had to have ear drops as he did have earwax and he did shake his head a lot because it was irritating him and his ear became enflamed.
However, I'll let someone more experienced answer, they will probably know more than I do.

I use thornit powder with Indie, it keeps ear mites at bay, which will cause head shaking. You only need a tiny bit and to treat the ear(s) once a week or fortnight to prevent problems, once any underlying infection is under control.
Indie got prescribed canaural ear drops by a previous vet, and they did nothing at all to clear up the underlying problem, until it eventually required a GA and swabs taking to be sent off and analysed so the correct treatment could be prescribed rather than just a more general one.

I use epi-otic to clean the ears around once a week, and it loosens the wax and stops any infections from setting in. Some breeds are more inclined to ear trouble and I think this is a good preventative measure to avoid lots of antibiotic treatment. Obviously it won't work in every case but sure it would be worth a try
