Thats so unhealthy i hope they gave the owners a talking to its not fare on the dogs well beinging and they will eat what ever there given.

thats so sad

to me, thats as neglectful as starving them. When people do this i think they should be charged with something (IDK what, neglect, abuse?)

I think he looks like a seal bless him Even his little paws are fat. I don't know how an owner can allow their dog to get into this state
