Question Pain relief for dogs

Righty i need some help.. an old nieghbour Has just put on facebook hope her dogs gonna be ok otherwise he'll have to be put down.
Seems they let there dog out unsupervised and hes come home with a sore leg.. Unsure if hes been clipped by a car.
They Reckon theyve taken him to vets who cant find a break but havent given any pain relief.
Is there anything safe they can give as apparantly hes lay still on the floor obv in pain.. i dont want to see a dog put down unneccisarily and am seriously debateing offering to take on the dog if its a case of cost.
Why are some people so friggin stupid

if the dog had been hit by a car, seen by a vet then they would have given pain relief.
If not then the vet would have had a good reason why they felt it was not necessary.
