It depends very much on the breed as to when their adult coat comes in, some breeds take upto 5 years or more to mature coatwise. I don't have any experience with Cavailers but I'd take a guess theirs would be coming in around 6 months old and be fairly full at 1 or 2 years.
You could try adding some salmon oil to her food to help her skin dryness, and ditching the Eukanuba, it's not a particually good brand and contains lots of cereals which will dry the skin.
