Puppy has found his 'spring' help needed with jumping up

After posting that Dillon was very quiet, he is now true to his breed and bouncing around the place. I have 4 kids the youngest 2 are 18 months and 3 1/2yrs. They both love him but he is more boisterous with them than the older two.

Today he jumped up at my 3 1/2yr old and caught her elbow, she has a little bruise there now and he also ripped her dress .

The kids are obviously bounding around the garden and Dillon is getting excited. I really need some help to stop this jumping and biting at the clothes now. My husband was really upset about it and he blames me for lack of training, but I have the perfect puppy book and am daily using the techniques to stop him jumping etc and generally he is good. He just seems to catch us off guard with my daughter.

Please can anyone help me. I have told my daughter to fold her arms and stand still if he jumps at her but she panics abit. She also loves to wear floaty dresses and he seems to be particulary attracted to these. What can I do to stop him targeting her?

as your children are so young and have a young pup,
i would is make a area that the pup cant get into so the kids can play safely while your training is happening and your pup learns.
give him a run in the garden using a wire fence where he can play as well without the kids being in there.
